What browser TTS can do
It can enumerate available voices, choose a locale, change rate and pitch, pause, resume, and read long text in manageable chunks. It is useful for proofreading, accessibility, pronunciation comparisons, and listening to documents. The site never needs an account to start that playback.
Why voice lists change across devices
The Web Speech API does not ship one universal catalogue. Windows, macOS, Android, iOS, Chrome, Edge, and Safari can expose different voices. Installing a system language pack may add choices. A voice name or language code does not grant reuse rights, and the localService flag does not describe every privacy detail.
Playback is different from downloadable audio
Web Speech is designed for playback and does not give the page a PCM stream to save. That is why Instant Voice has no download button. The Natural AI mode is a separate local model path that generates a WAV. Keeping those modes distinct prevents a download promise that the browser interface cannot deliver.
