How we tested
Each tool was tested with three identical scripts: a 500-word YouTube explainer, a 1,200-word blog narration, and a 60-second podcast intro. We scored each on voice naturalness, pronunciation accuracy, free character limits, ease of use, and commercial rights. Tools with unusably low free limits (under 100 characters) or that require payment to export audio were excluded.
#1 ElevenLabs
ElevenLabs is in a different league for voice quality. Their AI voices are so natural that listeners regularly cannot tell they are synthetic. The free tier provides 10,000 characters per month with 20+ voices across 29 languages. It is the benchmark every other tool is measured against.
#2 TTSMaker
TTSMaker is the best option if you want free with zero strings attached. No account, no email, no credit card — paste text and download your MP3. The 20,000 characters per week is generous for regular content creation, and commercial use is explicitly permitted on the free tier.
#3 Murf AI
Murf is the best choice for video production. The built-in editor lets you sync AI voiceovers directly to slides or video timelines without leaving the platform. Voice quality rivals ElevenLabs in several voices. The free plan provides 10 minutes of voice generation per month.
#4 Speechify
Speechify excels at one use case: turning written content into audio you can listen to. If you want to consume articles, PDFs, or emails while commuting or exercising, it is the best tool available. The Chrome extension works on any webpage. Standard voices are free and perfectly adequate for personal use.
#5 Fliki
Fliki is for creators who want to go from a text script to a finished video in one platform. It pairs AI voice with stock footage automatically. The 900+ voice library across 75 languages is unmatched in variety. The 5-minute monthly free limit is restrictive, but enough to test the full workflow before committing.

How to choose the right tool
The best tool depends entirely on your use case:
- Best voice quality: ElevenLabs — nothing else comes close.
- Need commercial use for free: TTSMaker — the only one that explicitly allows it on the free tier.
- Making YouTube videos or online courses: Murf AI for polish, or Fliki if you want automated video plus voice in one tool.
- Want to listen to articles and documents: Speechify with the Chrome extension.
- Need no sign up, instant use: TTSMaker.
Our recommendation for most people: Start with TTSMaker (free, no login, commercial use allowed) to learn the workflow. Once you are producing content regularly, upgrade to ElevenLabs Starter at $5/month for a significant jump in voice quality.
